Stephenville quarterback Jarrett Stidham signed his financial aid agreement with Texas Tech:

What this means is that Texas Tech and the coaches can talk about Stidham and communicate with him without fear of any sort of NCAA violation. And there is a distinction between a financial aid agreement and a national letter of intent, the idea being that the financial aid agreement is binding by the school to honor the scholarship oft he student-athlete, while a student can sign multiple letters of intent, which are non-binding.
This also means that I don't feel creepy for including Stidham's tweet:

Stidham is still recruitable by other universities, but this does mean a fairly high level of commitment by Stidham. I should also mention that Chris Level also tweeted that DT Breiden Fehoko could do the same thing very soon:
