Big 12 Required to Expand?

Has anyone heard that the Champions Bowl requires both conferences to have a Conference Championship Game? If 12 teams remains the minimum the Big 12 will have to pull the expansion lever by next summer to be ready for 2014 season and first Champions Bowl on Jan 1, 2015.
