Iowa St. Finds Way to keep Tech off the field longer...

I don't know if this was just me, but there was something majorly wrong with the time system in Iowa this weekend. I would see the refs whistle a plays start and then tech get a first down, but the clock would continue to run. This happened on average for a good majority of first downs, out of bounds plays and timeouts. This is no excuse for the poor play of Tech's team in the 1st and majority of the 2nd quarter, but I would like to know if anyone else saw the same thing I did... or explain to me the specific rules of stop time in clock management.
